AgroFin Moldova 2025 // Carolina Chiper, Director of the Agricultural and Rural Advisory Center: “We inform farmers on how to invest effectively.”

The first edition of the Fair of Funding Providers for Agriculture and Rural Development – AgroFin Moldova 2025 – will take place in May–June in three regions of the country. The event is organized by the Agricultural and Rural Advisory Center under the aegis of the Ministry of Agriculture and Food Industry and aims to facilitate farmers’ access to information and financial resources available for investments in agriculture and rural development.

Regarding this inaugural event, MOLDPRES spoke with Carolina Chiper, Director of the Agricultural and Rural Advisory Center.

MOLDPRES: Where did the initiative for this fair come from?

Carolina Chiper: The need for such a fair arises from the reality that many agricultural producers do not have a clear and complete understanding of existing funding opportunities and, consequently, cannot fully utilize the financial support tools that could aid their development.

MOLDPRES: There is little time left until May. What is the current stage of preparation?

Carolina Chiper: We are in the midst of preparations, negotiating with potential partners. This is the first time we are organizing such a fair in the Republic of Moldova, and we want it to be successful. Commercial banks, international organizations allocating funds for agriculture, and state institutions known for supporting business development—such as AIPA, ADMA, and ODA—will be present.

MOLDPRES: What will farmers find at this fair?

Carolina Chiper: We want farmers attending the fair to leave with a clear understanding of what programs exist, where to go, and what documents are needed. We realize how difficult it is for a farmer, especially in the busy season, to leave everything and come to Chișinău. That is why we are going to three regions of the country. We hope it will be successful, and if it is well received locally, we will hold it annually.

MOLDPRES: How were the venues chosen?

Carolina Chiper: The event will be held in three different regions to facilitate the participation of as many farmers as possible: May 15 – Bălți; May 30 – Chișinău; June 6 – Cahul. More information about locations, programs, and participation methods will be announced later.

The Public Institution “Agricultural and Rural Advisory Center” (CCAR) is a budgetary entity subordinated to the Ministry of Agriculture and Food Industry of the Republic of Moldova, created by reorganizing the former “Methodical Center for Education.” CCAR aims to create a bridge between farmers and the resources needed for sustainable agricultural development.

The main mission of the Agricultural and Rural Advisory Center is to develop a functional agricultural advisory system that provides farmers with access to technical-economic, financial, and managerial information. The center also focuses on organizing training programs and facilitating access to financing and subsidies.

CCAR operates in several key areas, including:

  • Technical-economic advisory: Supporting farmers in planning and optimizing agricultural activities.
  • Training programs: Organizing sessions to improve farmers’ skills.
  • Coordination and partnerships: Facilitating collaboration between farmers, research institutions, and economic entities.
  • Promoting innovation: Transferring technologies and best practices to increase the competitiveness of the agricultural sector.

CCAR addresses specific challenges of the agricultural sector, including limited access to consulting services and financial resources. By directly contracting consultants, CCAR seeks to reduce costs and improve the efficiency of services offered.
